PS.. inour telegram message I said I would LIKE to be able to pay  you as much as 0.1 -  I NEVER said that I would. I said I would over pay a bit until it felt right.... a 0.005 loan with a max of 50% interest being paid to almost 0.01 is far more than enough.

One reason why HRs dont open the chatbox is the flood of beggars coming to greet them. All of them come to PM to simply beg and not just congratulate. If they really wanted to say something nice to the HR they would do that in public chat. They think PMing the HR will make them "stand out" in front of the crowd. It is annoying specially when you are trying to concentrate on something. 

As raven stated, if you report them to support they will be muted. Its not appropriate behaviour to be begging other players.

You should have took screenshots of those pms and reported them.
I believe in that as well, it happened to me a lot of times before, they are messaging me asking for tips, and loans and viola! busted
